Abstract

This study analyzes the influence of E-Government utilization and Human Resources quality on public service effectiveness in Lubuklinggau Timur I District. The study applied a quantitative associative design. The population consisted of 70 employees from the Lubuklinggau Timur I District Office and eight urban village offices. A census technique included all population members as respondents. Data were collected through observation, documentation, and a Likert-scale questionnaire. The instrument comprised 12 E-Government items, 9 Human Resources quality items, and 8 public service effectiveness items. Data were analyzed using simple and multiple linear regression, correlation, determination, t-tests, and an F-test with SPSS version 23. E-Government utilization had a positive and significant effect on public service effectiveness, with a t-value of 7.002, a significance value of 0.000, and a regression coefficient of 0.585. Human Resources quality also had a positive and significant effect, with a t-value of 49.523, a significance value of 0.000, and a regression coefficient of 0.845. Simultaneously, both variables had a significant effect, with an F-value of 2,176.608 and a significance value of 0.000. The model produced an R value of 0.992 and an R-squared value of 0.985. These findings show that stronger digital services must be accompanied by improved apparatus competence
