Regular Publication Schedule

Scheduling Principles

• Regularity: the journal maintains two regular issues each year and records the actual publication date in OJS metadata.
• Editorial quality: peer-review, ethical, and production standards will not be reduced merely to fill an issue or meet an article quota.
• Editorial independence: the scheduling of an accepted article does not depend on payment, author status, institutional affiliation, nationality, or personal influence.
• Metadata consistency: volume, issue number, year, month, DOI information, and publication dates should be presented consistently across the issue page, article page, PDF, and deposited metadata.
• No duplicate publication: each article is assigned to one issue and published as one version of record, subject to transparent post-publication corrections where necessary.

Issue Delays or Schedule Changes

If an exceptional circumstance affects the announced schedule, the journal will record the actual publication date and, where the delay or change is material, publish an appropriate notice on the journal website. Issues and articles will not be backdated to conceal a delay.

A schedule change must be authorized by the editorial leadership and publisher, documented internally, and communicated consistently on the Publication Frequency page, announcements, issue metadata, and other relevant journal information.

Special or Thematic Issues

The journal may publish a special or thematic issue when formally approved and announced. Any special issue is additional to, and does not replace, the two regular issues unless a schedule change has been transparently declared. A special issue must remain within the journal's Focus and Scope and must apply the same standards of editorial independence, double-blind peer review, research integrity, publication ethics, and conflict-of-interest management as regular issues.

A guest editor, when appointed, operates under the journal's policies and oversight. The Editor-in-Chief retains responsibility for the integrity of the editorial process and the final authority to accept or reject manuscripts.

Archives and Publication Record

All published issues are organized by volume, number, and year in the journal's online archive. The archive provides readers, authors, assessors, libraries, and indexing services with a transparent record of the journal's publication history and regularity.

Responsibility for Timely Publication

The Editor-in-Chief, editorial team, and publisher share responsibility for planning each issue, monitoring manuscripts in review and production, maintaining accurate OJS metadata, completing quality control, and publishing the issue according to the declared schedule. Authors and reviewers are expected to respond within assigned deadlines, but editorial decisions and publication timing remain independent of pressure for accelerated acceptance.
