Editorial Independence

The publisher safeguards the journal's continuity and integrity but does not interfere with individual editorial decisions. The Editor-in-Chief has final editorial responsibility, acting with the Editorial Board and independent reviewers as appropriate.

• Manuscripts are evaluated on originality, methodological soundness, ethical compliance, clarity, significance, and relevance to the journal's Focus and Scope.
• Institutional affiliation, status, nationality, personal relationships, commercial interests, sponsorship, advertising, or payment status must not determine acceptance or rejection.
• Editors, reviewers, and staff must disclose relevant conflicts of interest and must recuse themselves when impartial handling cannot be assured.
• The publisher may intervene only where necessary to address legal obligations, research integrity, safety, privacy, system security, or serious procedural misconduct, while respecting due process and editorial independence.
• No owner, publisher representative, editor, or third party may guarantee acceptance or require a favourable editorial outcome.

Publisher Responsibilities

Funding, Fees, Sponsorship, and Advertising

The publisher may provide institutional, technical, or administrative support for journal operations. Any Article Processing Charge or other author-facing fee must be stated transparently on the journal's Article Processing Charge (APC) page. Authors must not be charged an undisclosed fee.

• Payment does not guarantee peer-review results, acceptance, publication in a particular issue, or accelerated scholarly evaluation.
• Reviewers must not be informed of an author's payment status where that information is irrelevant to scholarly assessment.
• Any sponsorship, grant, institutional support, or advertising associated with the journal or a particular publication must be clearly identified when applicable.
• Commercial or institutional support must remain separate from peer review and editorial decision-making.

Changes in Ownership or Management

Any material change in ownership, publisher, publishing unit, journal title, or management responsibility will be announced transparently. The journal will preserve its published archive and update relevant OJS metadata, institutional information, ISSN records, DOI registration information, indexing services, author guidance, and the Journal History page as applicable.

A change in management must not be presented in a way that obscures the journal's provenance, misleads authors or readers, removes valid historical records, or compromises ongoing editorial matters.

Accountability and Contact

Questions about ownership, publisher conduct, institutional responsibility, or journal administration may be submitted through the official journal contact channel. Editorial appeals and complaints are handled under the journal's separate Appeals and Complaints Policy. A complaint concerning a person must be handled by an individual or institutional authority who is not the subject of the complaint.
