Stakeholder Mapping in the Formulation of Food Resilience and Self-Sufficiency Policy in Lubuk Linggau City

Local food-policy formulation brings together institutions with different mandates, resources, and levels of influence, yet systematic stakeholder mapping is seldom undertaken before local regulations are drafted. This study identifies and maps the stakeholders involved in formulating the Regional Regulation on Food Security and Food Self-Reliance in Lubuk Linggau City. A descriptive qualitative case-study design was used. Data were obtained through in-depth interviews, observation of deliberation forums, and document review, then analysed using qualitative content analysis and a power-interest grid. Eleven stakeholders were identified. Four actors were classified as players, three as context setters, three as subjects, and one as crowd. The mapping shows that institutional power is dispersed across legislative authority, planning and budgeting, technical food management, production resources, reserves, and distribution. Farmer groups and other directly affected actors have high interests but limited access to decision-making forums. The findings indicate that the draft regulation requires explicit role allocation, cross-agency data integration, and permanent participatory mechanisms to balance formal authority with the interests of affected groups.
