Governance Responsibilities

• The publisher provides the institutional, administrative, technological, preservation, and legal framework required for sustainable journal operation.
• The Editor-in-Chief and Editorial Board are responsible for editorial standards, peer-review oversight, decisions on manuscripts, corrections, and research-integrity responses.
• Editorial staff manage submissions, correspondence, production, metadata, and publication records under the journal's published policies.

Editorial Independence

Editorial decisions are based on scholarly merit, relevance to the journal's scope, research integrity, peer-review evidence, and applicable editorial policies. Institutional position, advertising, service relationships, publication charges, sponsorship, or other commercial considerations must not determine whether a manuscript is accepted or rejected.

The publisher supports the Editor-in-Chief's authority over editorial content while retaining responsibility for lawful operation, institutional accountability, system security, preservation, and responses requiring organizational or legal action.
